The building housed the Belgian and Turkish consulates in 1914, serving as a center for international diplomatic relations in Rostov-on-Don.
Located at 83 Pushkinskaya Street, the mansion now contains the Sabine Spielrein Memorial Museum, displaying photographs and personal artifacts.
The mansion includes a two-tiered loggia with pilasters and eastern ornamental decorations on the lateral sides of its main facade.
