The building on Grecheskaya Street is a two-story structure with rectangular windows on the ground floor and semicircular windows on the upper level, decorated with cornices and pilasters. Inside, a concert hall and reading room serve the cultural and educational purposes for which the building was designed.

The club was founded in 1869 for wealthy citizens and operated in several locations before the building at its current site was completed in 1913. Money for its construction came from gambling revenues, reflecting how the institution was funded at that time.

The reading room inside provides access to Russian periodicals and literature collections that visitors can browse. The concert hall with seating for about 800 people was for many years a gathering place where the community experienced performances and cultural programs together.

The building sits in the central part of Taganrog on Grecheskaya Street and is easy to locate in the downtown area. It now functions as Lyceum Number 4, so visiting hours may be limited to school schedules and you might need to contact ahead to arrange a visit.

Between 1897 and 1903, the structure suffered a ceiling collapse during construction that endangered several workers. This incident reveals the real dangers and challenges faced during the building's creation, offering a glimpse into how difficult construction was during that era.
