The structure, completed in 2000 at a cost of 30 million Singapore dollars, replaced an older community center from the 1980s.
The building incorporated The Necessary Stage performing arts group, making it the first community center to integrate an arts organization.
The facility contains a gymnasium with glass walls, a rooftop basketball court, and a public library holding over 150,000 books and multimedia resources.
The exterior features a 63-meter by 12-meter mosaic tile mural resembling a human eye, created by Thai architect Surachai Yeamsiri.
