The library opened in 1978 as an early effort to integrate library services with community spaces and cultural programs in one location. It preceded later expansions of similar combined-use community facilities across Singapore.
The second floor contains a children's section decorated with educational murals and interactive reading spaces made for young visitors. These areas encourage children to explore books in a playful way.
The facility is easily accessible by public transport and offers on-site parking for visitor convenience. During current renovations, a 24-hour book dispenser operates at Marine Parade Central and nearby libraries in Bedok and Tampines serve as alternatives.
The building was among the first locations in Singapore where a library, community center, and arts group operated together under one roof. This combination made it a pioneer in creating multi-purpose community spaces.
