The building opened in 1883 as a gymnasium for physical education and sports training. In 1930 it underwent a major transformation, becoming a library and academic center for the Fletcher School of Law and Diplomacy.

The building is accessible through the Dowling Hall Garage or via public transportation using the Red Line to Davis Square with a connecting shuttle. Most visitors find it convenient to navigate the surrounding academic pathways and connected building entrances.

The building became physically connected to adjacent structures beginning in the 1960s, transforming it from a standalone facility into part of a larger interconnected academic complex. These expansions created direct passages that link different departments and programs.
