The Ryumigaoka Civic Center consists of two main buildings, featuring a hall wing and a main building wing with multiple meeting spaces and facilities.

Construction of the center began in 1978 following UNESCO's International Year of the Child declaration, with the hall wing opening in 1980 and main building in 1982.

The facility supports local cultural development through regular exhibitions, music performances, traditional arts presentations, and community workshops in its multipurpose spaces.

The center includes an 820-seat main hall, a 188-seat secondary hall, multiple meeting rooms accommodating 6 to 85 people, and a restaurant serving from 9:30 to 17:30.

The hall wing features a 20-meter tower containing synchronized clocks on both north and south sides, with bells that ring in coordination.
