The Ryumigaoka Civic Center is a cultural facility in Okazaki consisting of two main buildings with distinct purposes. One section houses an 820-seat main hall and a 188-seat secondary hall, while the other contains multiple meeting rooms ranging from small gatherings of 6 people to larger sessions of 85, plus a restaurant serving visitors throughout the day.

Construction began in 1978 in response to the International Year of the Child, with the hall section opening in 1980 and the main building completed in 1982. This development reflected the local commitment to creating a versatile community gathering place.

The facility hosts regular exhibitions, music performances, and traditional arts presentations that shape the cultural life of the city. Visitors can experience how it serves as a gathering place for local creative activities and community expression.

The hall section features a 20-meter tower with synchronized clocks on both the north and south sides that ring in coordination. This unusual feature creates a distinctive visual and sound experience that stands out among similar facilities.
