The William R. Cotter Federal Building is a three-story limestone structure in Downtown Hartford that occupies an entire trapezoidal block. The building features a central section flanked by symmetrical pavilions and Corinthian columns throughout its facade.
The building was completed in 1933 and replaced an older Second Empire-style post office during a period of government expansion in the Great Depression. Its construction represented federal commitment to economic recovery and infrastructure investment.
The main corridor displays 1934 murals showing the eastern and western hemispheres, along with portrait medallions of George Washington and Thomas Jefferson. These artworks reflect the importance of democratic ideals in government buildings.
The building houses several federal agencies including the Internal Revenue Service and Social Security Administration, with visitor access available on weekdays. Plan to visit during business days, as the structure closes on weekends.
Aluminum eagles stand at the cornice ends of the building, while armillary spheres representing celestial order decorate the terrace balustrade. These nautical and astronomical symbols express a connection between human order and the larger cosmos.
