The Howler opened in 1999 at Holiday World, replacing an earlier attraction as the park expanded its offerings for young children. It has been part of the Holidog's FunTown area since then, growing alongside the park's family-focused sections.
The train is styled after Holidog, the park's mascot, with a dog head on the front car and hind paws and a tail on the rear car. This makes the ride one of the most recognizable attractions inside Holidog's FunTown, the area of the park dedicated to young children.
