RTKL Associates completed the building in 1991 on a concrete foundation originally intended for an unfinished office tower from the 1930s. This construction shows how a decades-old urban planning project finally came to completion.
The grand lobby displays imported Italian granite and dark marble that come from different parts of the world. These materials create an upscale feeling that reflects the building's connection to global design.
