The brick building features lead-light windows, glazed barrel vault ceiling, and mosaic tiles spelling out its name at the central courtyard entrance.
Winifred Lilian Johnstone commissioned architect Warburton Perry Knights to design this commercial arcade in 1925 after her previous building burned down.
The arcade housed the State Electricity Commission office and various shops, reflecting the commercial needs of Western District residents in the 1920s.
Located at 44-64 High Street, the building contains six street-facing shops and three additional retail spaces opening into the internal courtyard.
The structure maintains its original shop fronts, display windows, and decorative cement work from the interwar period architecture of the 1920s.
