The development was built between 1970 and 1974 as a response to new thinking about urban living. Its success was so notable that it prompted the Victorian government to pass the Cluster Titles Act of 1974, creating legal frameworks for this building type.
The estate demonstrates an alternative housing model where private homes are arranged around shared green spaces, encouraging neighbors to interact naturally. This layout allowed denser building at the time without sacrificing the feeling of privacy and ownership.
