The eruption marked the island's deadliest incident since 1914.
The island is privately owned and was converted into a scenic reserve in 1953.
Tours were being conducted on the island despite the high risk of eruption.
Whakaari is one of the few volcanoes in the world that allows tourists to visit the inner crater.
