The Torre del Reloj stands in the center of Cúcuta, featuring a wooden tower covered in zinc with a clock imported from Italy at its summit.
The clock tower originated as part of a residential property in 1923, owned by Rafael Colmenares de Jácome before becoming offices for Eléctricas del Norte company.
The building houses the Norte de Santander Cultural Secretary offices and functions as a cultural center with art galleries, museums, and conference rooms.
Located between Avenida 3 and Avenida 4 on Calle 13, the structure maintains its original 50-centimeter-thick brick walls and clay tile roofing.
The tower section remains inaccessible except through a wooden ladder, preserving its original architectural design from the 1930s construction.
