The building was constructed in 1938 as an exhibition hall for the 1939-1940 Golden Gate International Exposition. Although originally planned as an airplane hangar, it was never used for that purpose and served as an exhibition space instead.

The building is located on the southeast side of Treasure Island near California Avenue between Avenues D and F. Visitors should plan to use public transportation or private transport to reach the island, as it is not easily accessible on foot from the mainland.
