The facility was established in 1970, replacing farms and small settlements that previously occupied the area. The name references Campus Julii, an ancient Roman settlement whose legacy influenced the site's designation.

Access is strictly restricted to authorized military personnel only, as the site remains an active military complex. The terrain is off-limits during active training exercises and operations.
The site is the only location in France authorized to conduct Multiple Launch Rocket System exercises and testing. This exclusive use makes it a crucial facility for testing such specialized equipment on a large scale.
