The memorial structure stood 5 meters tall and featured a decorated plate with the imperial eagle of the German Empire on its surface.

Admiral Otto von Diederichs established this monument in 1898 to mark the German acquisition of the Kiautschou Bay concession territory.

The monument contained inscriptions in multiple languages, including German text and Chinese characters, reflecting the territorial transitions of early 20th century Qingdao.

The monument's location at 98 meters elevation on Signal Hill provided clear views across the entire Kiautschou Bay concession area.

Following Japanese occupation in 1914, authorities added their own inscription using Chinese characters directly across the German imperial eagle symbol.
