Construction began in September 1936, with 620 concrete piles used for the foundation to handle high groundwater levels in the area. The facility later served as a U.S. Army installation until 1995 before its use changed.

The building displays administrative architecture from the 1930s with classical elements, designed by Alois Degano. It remains a visible landmark in the region and represents a period of governmental construction practices.

The site is situated on elevated terrain, so visitors should expect longer walks and changes in elevation. Access is limited, so it is helpful to check ahead about visiting hours and whether tours are available.

A 500-meter tunnel system was dug beneath the grounds between 1943 and 1945, connecting different building sections underground. Approximately 125 governmental regulations were drafted from this office, showing its importance to administrative operations.
