Construction of this government facility began in September 1936, requiring 620 concrete piles for foundation due to high groundwater levels in the area.

The building represents a substantial example of German administrative architecture from the 1930s, designed by architect Alois Degano with classical elements.

The structure includes an extensive 500-meter tunnel system constructed between 1943 and 1945, connecting different sections of the governmental complex.

From this office, approximately 125 governmental regulations were drafted, while the building later served as a U.S. Army facility until 1995.
