The building displays classical early 20th-century architectural elements with carefully designed details visible on all its sides.

The palace was designed by engineer Gino Zani during the city's reconstruction in 1920, with architectural plans presented to the Building Commission in July that year. This was part of a broader urban renewal effort that reshaped Reggio Calabria following earlier damage to the city.

The building was originally known as the Civil Engineering Palace and now houses the Faculty of Law at Mediterranea University. The university uses the space as an important location for legal education and academic activities in the city.

The main entrance lacks wheelchair ramps, but visitors with mobility needs can access the building through an alternative entrance on Vittorio Emanuele III Street. It is helpful to note the location of multiple entrances when planning your visit and to explore these options ahead of time.

The building sits at a strategically important corner where four streets converge, and it can be seen from the Matteotti Waterfront offering views of the structure. This central position made it a key landmark in the urban planning of rebuilt Reggio Calabria.
