The area was originally a waterfront zone that later developed into a major business center. This transformation accelerated when a major airline relocated its headquarters to the site from a nearby international airport in 2002.

Shiodome City Center was granted an exceptionally high building density ratio through special permits from Tokyo's local government. This approval allowed far more floor space to be constructed on the site than would normally be permitted.
