The building was completed in 1994 through collaboration between Tohata Architects & Engineers and Kajima Corporation. It emerged during the economic expansion period when the Makuhari area was being developed as a modern business district.

The tower reflects the architectural modernization of Japanese corporate buildings during the economic development of the 1990s in the Tokyo metropolitan area.
