Construction began in 1977 to create accommodation for around 5,200 international athletes during the Soviet era. This project made it possible for the first time to build such a facility in Eastern Europe for an international summer event.

The complex is accessible by public transportation and offers various entry points to residential areas and sports facilities. Visitors should expect that parts of the complex still function as private housing, which may limit access to certain areas.
