The installation was designed and built between 1800 and 1803 by architect James Switser on land provided by Walter Butler, the 18th Earl of Ormond. Its construction occurred during a period of significant military reorganization across Ireland.
The barracks was renamed in 1969 to honor James Stephens, marking a shift from British military heritage to Irish national identity. This change reflects how the space transitioned to serve a new nation.
