The Hachinohe City Public Hall features a main auditorium with 1,542 seats and a stage measuring 18 meters in width, depth, and 8.6 meters in height.

The cultural facility opened its doors on May 1, 1975, and underwent extensive renovation work in 2019, reopening in January 2021 with improved accessibility features.

The venue hosts classical concerts, opera performances, ballet shows, theater productions, dance performances, pop music events, and traditional Japanese arts presentations.

The facility includes rehearsal rooms, conference spaces, exhibition areas, dressing rooms, a dining area, and an orchestra pit for diverse performance requirements.

The stage curtain displays artwork by Munakata Shiko, titled 'Daikan Jizai Sho no Saku,' featuring Nanbu Princess Balls, a local specialty, in its four corners.
