The park, established in 1962 as the Square of the 22nd CPSU Congress, received its current name in recognition of Valentin Mindovsky.
Four metal sculptures grace the park's open-air gallery, including the Life Oak, From Europe to Asia horseshoe, Book of Tales, and Animal Style.
Multiple entrances from Mira Street, Snipers Street, and Soviet Army Street provide access to the park's facilities and children's play areas.
An old AN-24 aircraft stands in the park, with its wings sheltering a café where visitors can stop for refreshments.
