The Old Ministry of Labour Building occupies Havelock Square with a symmetrical Neo-Classical design, two stories, and geometric patterns across its facade. The interior was later adapted to house the Family and Juvenile Courts, which operate from the structure today.
The structure opened in 1930 as the Chinese Protectorate headquarters, serving as a mediator between colonial authorities and Chinese immigrants. Its purpose evolved over subsequent decades to address expanding needs for labor protection and social services.
The structure reflects Singapore's growth from a trading hub into an administrative center with dedicated facilities for worker welfare and immigrant protection. It shows how the authorities worked to establish order and fairness in the workplace as the population expanded.
