The National Library Board established this branch on January 31, 2013, with support from CP1 Private Limited and the Kwan Im Thong Hood Cho Temple. The facility thereby became part of Singapore's public library system while receiving financial backing from local religious institutions.
The collection focuses on traditional Chinese arts with materials about music, chess, calligraphy, and painting, supplemented by resources in Hokkien, Teochew, and Cantonese. Visitors find selections that reflect the linguistic and artistic diversity of the Chinese community.
Access is via the fourth floor of Chinatown Point on New Bridge Road, where opening hours run daily from 11:00 AM to 9:00 PM. Visitors should note that hours are reduced during festival eves and the location closes on public holidays.
This branch operates entirely through volunteers, making it an unusual feature within Singapore's public library system. The Kwan Im Thong Hood Cho Temple provides annual donations to update collections and support day-to-day operations.
