Phipps Garden Apartments contains six-story elevator buildings and four-story walkups, all built with brick and detailed stonework, with curved steel fire escapes visible on the facades. The complex holds 472 apartments with modern features including efficient heating systems and updated kitchens.

This complex was built in 1931 by the Phipps Houses organization as a model housing project for working-class families. The development represented a new approach to creating quality homes for people with modest incomes in New York.

The residential complex contributes to its neighborhood through landscaped courtyards that create a sense of community. These green spaces show how housing for ordinary working people can be designed to feel livable and human-scaled.
