The Senador Alfredo L. Palacios is a nine-story rationalist structure with a marble-clad main hall featuring art deco bronze lanterns. It sits diagonally across from the National Congress Palace and forms a distinct landmark in the neighborhood.
The building opened in 1943 under President Ramón Castillo and originally housed the National Postal Savings Bank. After this institution underwent privatization in 1994, the space was repurposed for different uses.
The structure incorporates simplified neoclassical columns and cornices that mark a transition between academic design and rationalist principles. This blend shapes how the building presents itself on the street and influences the character of the surrounding area.
The building now serves as part of the National Congress Library and provides public reading areas and computer facilities in its main hall. Visitors can access these spaces easily and find them well-organized for study and research.
The top four floors were designed as rental apartments to comply with height restrictions for buildings near Plaza Congreso. This creative solution allowed the building to maximize usable space while respecting urban regulations.
