The Phillips Mansion is a two-story Second Empire house in Pomona with a dark mansard roof trimmed by a white cornice and iron cresting, and two dormer windows. A white portico with columns and a balustraded balcony marks the entrance, and tall windows with iron balconies sit on the upper floor. Inside are 16-foot ceilings, six fireplaces, and cherry and maple wood hauled by wagon from San Pedro.

The mansion was built in 1875 after Louis Phillips acquired substantial land holdings in the area during the 1860s. The residence was constructed during a period when the region was rapidly developing into a growing settlement.
