The library was founded in 1935 after a bequest from Alice Branigan in memory of her husband, Captain Thomas Branigan. Its predecessor, the Woman's Improvement Association library founded in 1924, closed that year and its collection became the core of the Branigan collection. The present 36,800-square-foot building on East Picacho Avenue, designed by Dean and Hunt Associates, was dedicated on December 9, 1979, on the site of the former Lucero School. The 1935 building is now the Branigan Cultural Center.

The library serves as a gathering place where residents of Las Cruces come together to read, study, and connect with one another. Regular discussion groups, lectures, and workshops bring neighbors into conversation about books and ideas.
