The structure was completed in 1995 by architectural firm HOK, replacing an earlier 12-story building at the same address. This redevelopment was part of the modernization effort of the business district along this section of Paseo de la Reforma.
The building houses the Binational Intelligence Office, where Mexican and United States agencies coordinate efforts against international criminal activities.
