The park was established in 1921 from an undeveloped parcel in Southeast Portland. Over the decades, it developed into a recreational center for the neighborhood.
The park's centerpiece is Park Place, an art installation by Lloyd Hamrol with three distinct gathering zones featuring benches at different heights. These spaces reflect how the park invites visitors to sit, observe, and socialize in varied arrangements.
The park is open from early morning until midnight daily and features restrooms, picnic areas, and sports facilities. A designated off-leash dog area allows pets to roam freely within the park.
The grounds contain a Basic Earthquake Emergency Communication Node, serving as a critical communication point if seismic events strike the region. This infrastructure reveals how the park plays a practical role in the city's emergency readiness.
