The Palace of Culture and Sports is a large multi-purpose venue in Varna designed to host sports competitions, concerts, and cultural gatherings. The complex contains three main halls, with Kongresna Hall seating around 6,000 people for major events, while Mladost Hall and Hall 20 serve smaller functions.
Construction began in 1966 with the goal of finishing within two years, and the venue opened on September 17, 1968, hosting its first international event. Architect Stefan Kolchev designed the structure, and since opening it has held numerous world and European championships in gymnastics and volleyball.

An identical building was constructed by the same architect in Lagos, Nigeria and is approximately four times larger than the original. This connection between Varna and Lagos makes the complex a rare example of Soviet-era architectural design exported internationally during that period.
