Construction of the sports facility began in October 1963 and continued for seven years until its completion in winter 1970.

The facility accommodates 2,200 seated spectators and extends its capacity to 3,500 for special events throughout the calendar year.
Engineers implemented deep Franki pile foundations to support the lightweight spherical shell due to specific soil conditions at the construction site.
