The Via Ulpiano building was constructed in the late 1800s as one of the earliest structures in Rome's Prati neighborhood. The department was formally established here in 1982 following the 1980 Irpinia earthquakes, which prompted Italy to create a more organized emergency response system.
The main administrative center on Via Vitorchiano is the primary location for visitors, featuring modern facilities and an active emergency control room. A separate logistics hub on Via della Magliana stores equipment and supplies but operates with limited public access.
The department operates a dedicated aircraft fleet managed through a specialized aerial operations center for emergency support missions. Additionally, a Central Functional Office coordinates warning systems and alerts across the entire country by liaising with local emergency centers.
