Novocherkassk is a settlement in Rostov Oblast, Russia, serving as a military and industrial center. The town lies at the confluence of the Tuzlov and Aksay rivers and features wide avenues and boulevards laid out according to European urban planning principles.
Lieutenant General Matvei Platov founded the settlement in 1805 after Tsar Alexander I authorized the relocation of the administrative center from Cherkassk. In 1962 the town experienced a massacre when Soviet Army soldiers responded to civilian protests against food shortages.
