The building was constructed in 1934 as the village office during Japanese administration. After 1945, it was converted into the Guiren Police Precinct and later transformed into a cultural center.

The center is open Tuesday through Friday starting at midday and on weekends from morning hours, with Mondays closed to visitors. The layout provides easy access to all areas, allowing visitors to move between galleries and reading spaces comfortably.
Former detention cells from the police station era have been preserved inside the building as part of its exhibition space. This allows visitors to witness directly how the building served a very different purpose in the past.
