Blackrock Town Hall, Library and Technical Institute is a connected complex of several buildings located on Main Street. The facility combines a public library with educational spaces, reading areas, and specialized workshops arranged around two courtyards.

The original Town Hall was constructed in 1865 and later expanded with a Carnegie-funded library and Technical Institute in the early 1900s. These additions formed the foundation of the site as it exists today.

The complex served as a venue for Irish dance and performance training between 1982 and 1988, playing a role in local arts education. The spaces hosted dancers and students during an important period for the performing arts in the area.

The site underwent major renovation in 2014 and now provides modern teaching areas, lecture rooms, and reading zones throughout the complex. Visitors will find clearly organized spaces designed for different activities and uses.

The renovated building features an elevated courtyard planted with ferns and a glass atrium shaped like an eye overlooking Main Street. This striking architectural element creates an unexpected visual connection between the interior spaces and the street outside.
