The Sarahiya House exhibits a neoclassical facade with two floors, standing prominently in the historic district of Jaffa as a public administration center.

Constructed in 1897 by Berlin Bauakademie graduate Baruch Papiermeister, the building initially served as the residence for the Ottoman governor before becoming Jaffa's municipal headquarters.

The building represents a fusion of European architectural education and Ottoman administrative requirements, reflecting the late 19th-century governance structures in the region.

Located at coordinates 32°3'19.8"N and 34°45'22.5"E, the structure maintains its position as an administrative center within the greater Tel Aviv area.

On January 4, 1948, the Lech'i paramilitary group planted a bomb that destroyed the original structure, marking a turning point in the building's history.
