The building replaced an earlier structure on Andreas-Hofer-Straße, marking the evolution of administrative facilities in North Rhine-Westphalia's financial management system.
The structure incorporates red brick elements common to Münster architecture, with concrete bands intersecting the facade to create a balanced visual pattern.
Located between Albersloher Weg and Martin-Luther-King-Weg, the building houses tax departments, courts, and regional administrative offices for North Rhine-Westphalia.
The design features specific window placements with large openings facing north and east for daylight, while south and west sides include protective shutters.
