The park extends across three districts of Kitakyushu - Kokurakita, Tobata, and Yahata Higashi - covering a total area of 89.8 hectares.
The park development began in 1967 as part of the Meiji Centennial Commemoration project and underwent modifications in 2000 to incorporate the Totozoo area.
The grounds include multiple facilities such as the Kitakyushu General Gymnasium, Toto Zoo Park, and Kitakyushu Palace, serving as centers for recreation and sports.
The park features baseball fields with electronic payment systems, walking trails, playground equipment, and provides 50 free parking spaces for visitors.
The central area contains Mount Konpira, reaching 125 meters in height, and Konpira Pond, which forms the core of the park's natural landscape.
