The museum was established in 1987 to document the history of Tokyo's police force from the Meiji period to today. The collection traces how enforcement methods and equipment evolved over 150 years.

The museum displays confiscated weapons and objects connected to organized crime, showing how law enforcement has responded to criminal activity in Japan. These items reflect the ongoing relationship between police work and public safety in Japanese society.

The museum sits within walking distance of Kyōbashi Station on the Ginza line, making it easy to reach by public transit. Admission is free, so visitors can explore the exhibits without any entry barrier.

Young visitors can experience driving a police car in a simulator or take part in recreated crime scene investigations. There is also a walk-through replica of a helicopter cockpit that gives a hands-on look at aerial police work.
