The Otsugai Building opened in April 2005 after renovating the former Nomura Hospital building to serve the local community.

The structure incorporates design elements from the Ryogoku Kokugikan sumo stadium in Tokyo, reflecting the region's strong connection to sumo wrestling.

The facility operates from 8:30 AM to 10:00 PM and includes training rooms, meeting spaces, and exhibition areas for multiple community activities.

The building houses a dedicated sumo museum displaying ceremonial aprons, historical rankings, and handprints of notable wrestlers throughout Japanese history.
