Cais das Artes is an unfinished brutalist theatre and museum complex facing the Bay of Vitória in the Enseada do Suá district, under construction since 2008 and halted since 2015. Designed by Paulo Mendes da Rocha, it covers 30,000 square metres, with the museum alone occupying about 3,000. Two buildings of reinforced concrete and steel stand like an unfinished tower, with exposed rebar and standing water visible inside.

Designed by Paulo Mendes da Rocha, winner of the 2006 Pritzker Prize, the Cais das Artes was planned in 2008 under governor Paulo Hartung as the largest cultural centre in Espírito Santo. Construction began in 2010 with completion expected in 2012, but work has been halted since 2015. The state has spent 216 million reais, plus 183 million in 2023 for structural recovery, and the deadline has slipped repeatedly, now to January 2026.

The complex was planned as the largest cultural centre in Espírito Santo, designed by Vitória-born Pritzker laureate Paulo Mendes da Rocha. It has never opened: construction began in 2010 and has been halted since 2015. Residents' association Amei-ES says the community was not consulted and that the concrete blocks the view of the Convento da Penha and the Terceira Ponte.

The complex is unfinished and fenced off, so it cannot be visited inside; the concrete structures, exposed rebar and overgrowth are visible from the sidewalk and from above. The site faces the Bay of Vitória in Enseada do Suá, where the concrete blocks part of the former view toward the Convento da Penha and the Terceira Ponte.

The complex has been under construction since 2010 and halted since 2015; by 2024 the state roads department DER-ES pushed completion to January 2026, against an original 2012 target. The concrete and reinforced-steel structures have cost 216 million reais, plus 183 million approved in 2023 for recovery.
