Forum 66 is a pair of tall towers in Shenyang that rise prominently from the city center. The complex holds office floors, retail shops, restaurants, and other commercial spaces within its glass and steel frame.
Hang Lung Properties secured the land-use rights for the site in August 2006, and construction of the first-phase mall and Tower 1 began in April 2007. The mall opened on 28 September 2012, and Tower 1 entered use on 27 March 2015. The second tower's construction was later suspended, and by December 2025 the remaining plot stood undeveloped.
The Chinese name, 市府恒隆广场, places the complex beside the former city government square on Qingnian Street, and it shares the Hang Lung naming pattern with Shanghai's Plaza 66. The mall opened on 28 September 2012 with over 140 shops across five levels, and its B1 level links directly to People's Square station on Metro Line 2.
The complex sits on a main street in the city center, making it easy to reach by foot or public transport. You will find multiple entrances and clear signage throughout the building to help you navigate the shops, offices, and restaurants.
Tower 1's upper floors, 66 to 88, hold the Conrad Shenyang hotel, which opened on 1 September 2019; its lobby sits on the 88th floor, reached by express lifts running from the ground floor. The tower's lifts are all Schindler units.
