The complex opened in September 2003, replacing the former Canton Road Police Quarters through a partnership between Cheung Kong Holdings and CITIC Pacific. This development represents a major transformation of the area's urban landscape.

Victoria Mall at the base level merges shops with residential space, reflecting how Hong Kong layers different functions into single buildings.

The complex offers parking spaces, a clubhouse, and gym facilities with direct access to Jordan and Austin MTR stations for easy transportation. The location allows visitors to explore the surrounding area on foot and provides excellent public transit connections.
