The Old Central Government Offices are a complex in Central consisting of three wings arranged at Lower Albert Road and Ice House Street. The structure combines functional design with solid materials, with each wing serving as a separate office building.
The original building was constructed in 1847 and served as the Secretariat Building for many years before it was demolished in 1954. The current complex was completed in 1957 in International style, replacing the older structure entirely.
The building served as the center of Hong Kong's governance operations and drew people who wanted to understand how the government functioned. Its layout reflects the working relationships between different departments and how they were organized together.
The Main Wing and East Wing have been renovated under the name Justice Place and house the Department of Justice. The remaining government departments have relocated to Tamar, so only parts of the complex are accessible to visitors.
The complex once housed Hong Kong's Legislative Council, which held its sessions here until 1985 before moving to a new location. This historical role as a center of lawmaking is no longer visible today but is hinted at through the building's design and arrangement.
