The museum was founded in 1989 by collectors Peter and Irene Ludwig and began at Buda Castle. It moved to its current location within Müpa in 2005, marking a fresh chapter for the institution.
The collection brings together Pop Art works alongside pieces from Eastern Europe, creating a conversation between Western and Eastern artistic traditions that visitors encounter directly in the galleries. This arrangement allows people to see different artistic perspectives from the postwar period onward side by side.

The museum added an NFT artwork to its collection in 2023, showing openness to digital art forms. This demonstrates how contemporary museums embrace new media and position digital creators alongside traditional artists.
