Biblioteca comunale San Matteo degli Armeni occupies the left wing of a U-shaped monastic complex just outside Perugia's 14th-century walls, midway between the Tempio di Sant'Angelo and the Monteripido convent. The library spreads over two floors: the ground floor has a reading room with a large window onto the 4,800 m² park and an oak-plank floor with glass strips revealing late-17th-century brick pillar bases, while the first floor, reached by a brick staircase and a lift, holds the Capitini collection.

Armenian Basilian monks arrived in Perugia in the mid-13th century and built a church here, first documented in 1273. The 17th century marked the complex's last period of prestige, when the Baroque fountains were built; eight niches and a central basin, probably used as a fishpond, survive. After the 1997 earthquake, restoration began in 2009 and the library opened on 2 July 2012.

The library holds the personal collection of philosopher Aldo Capitini, including the original peace flag from the first Perugia-Assisi march in 1961. This object connects the place directly to the nonviolent movement that started here.

The library occupies the left wing of the restored complex on two floors, reached by a brick staircase and a lift. The ground floor holds the reception, the periodicals area and a hall with a large window onto the park; the first floor is reserved for consulting the Capitini collection. There are 80 reading places, two Internet and word-processing stations, and wifi.

The peace flag Aldo Capitini carried on the first Perugia-Assisi march in 1961 is kept here, after being held at Palazzo dei Priori. Since 2015 the library has also housed the Elisabetta Campus Human Rights Documentation Centre, run with Amnesty International's Umbria branch and Perugia's Gruppo 45.
