Kaifu district occupies the southern portion of Tokushima Prefecture and comprises three municipalities: Mugi, Kaiyō, and Minami. The area features both mountain ranges inland and coastal Pacific waters, creating a landscape of varied terrain.
The district was established in 1879 when the Japanese government created it as an administrative division, reshaping local governance. Municipal mergers in 2006 restructured the area as several smaller towns consolidated into larger units.
